Most likely not, this particular item is tuned for max efficiency taking electricity in to induce a temp difference, not for taking a temp difference and out putting electricity. Max output I've gotten using it in this manner was .85 watts, while the usual phone needs 5 watts.

When the electrons move they make a current. The greater the temperature differences the more electricity you get. So to answer you question the volts can vary. I received 7 volts out of the device from a constant flow of heat from the stove and a cold pack. I do suggest that you not place it on a toaster, because it will flash heat the device.(guess what happened to me..:P) see less

Good contact between your heat sink and the cold side seems to be really important to getting useful amounts of power. Computer processor thermal grease should help greatly. If you try it, I'd put an appropriate size 10 W resistor (in the ballpark of 10 ohm) or similar load like a 6V light bulb on the output of the voltage converter to make sure the output is stable at 4.75-5.25 Volts (the officially specified tolerances for USB, not necessarily the real limits for safe use) under load, before plugging anything expensive into it. see less

If the temperature difference is large enough, you might be able to create enough power to charge a battery but maybe not multiple!

I think it doesn't matter. It's like a battery, switching positive and negatives will reverse the direction of current. If you put the hot and cold on the wrong end just switch wires, one will be positive and the other negative

I could not get it to power much with just body heat, however it is possible if you have multiple and a good heat-sink along with heat source.
