My suspicion is that being it comes from China, they make one version and advertise both ways. For the price there's not much incentive to return it!

These tachometers are not full proof. I suggest you return it and get your money back or get it replaced. I have one that will not read RPM but it reads time ok.

First Question: NO when the motor is running it displays RPM, when the motor is off it displays Time. Second Question: it can not be adjusted.

I think they have a one month warranty. I bought one.. It was DOA so they sent another. It worked but was so inaccurate I tossed it. Get a good Hobbs meter and put this bad item out of your memory.

I wish I knew , in my experience with this item the rpm's seem to be about half of what they should be with my 2 cylinder outboard motor

You have provided no information as to how your product is functioning making it impossible to provide a reasonable answer. Without a description of how your system is functioning and any symptoms displayed a diagnosis cannot be provided.
