I use them to shine on windows for after dark effects about 10 feet away and they do really well. Do not know how you would measure the distance for your second question.

The cord is about three feet which gave me enough flexibility to place the panel and light in appropriate locations.

the batteries are in the solar panel ,, but it is a sealed unit ,,,, Mine is still going strong after 3 years but I put it under cover for Winters

I don't know exactly. When new, it lit my waterfall pool quite OK (~2ft square), but now its more like a light you can see in the pool rather than one to light the pool. That's cheap solar lighting though. At least I don't have to touch it. Its much less bright than the 12v powered light I had before.
