Sorry for my first response. I thought you were inquiring about my mud flap. You are asking about the Docooler Carrier Rack. Like I said my seat post is 31.6. I believe it would fit your 31.8. It's a little on the small side and the clamp is maxed out on my seat tube (EuroMini folding bike), but this is perfect for my needs. I basically needed something to carry my lock and the duffel bag that I put the bike in while on public transportation. I definitely wouldn't use this for carrying groceries, unless I knew I was only buying lightweight stuff such as bread and potato chips. It also doesn't feel sturdy enough that I would put a bag with a laptop or anything expensive, fragile or important on it. I believe the max weight is supposed to be around 20 lbs, but I think that might be pushing the limits on it. The quick release is decent and this was one of the only QR racks that I could find that didn't have pannier bars, which I didn't need and would make stowing it in my bike bag more difficult. One negative is that the rubber shims are just loose, which is ridiculous for a QR set up because they'll get lost. I wound up gluing them onto the inside of the clamp. Overall this won't suit everyone's needs, but it's a good lightweight rack for the price.
