Yes the Ft-16s trigger will work with the TT860. I have 3 TT850's and a TT860. Works great. I love this triggering system.

Yes it is. Used to set flash power. Has a short range. Usable for studio or close range outdoors. Great remote system! Love them with my Neewer TT850's

This works great for my TT-850 flashes and Canon 5D Mark III. Only complaint is the receivers don't seem to be a good fit on the flashes (they don't feel very secure; adding a bit of electrical tape to hold them on might help) - however, that being said I've never had a problem with them coming loose either - but I'm not rough with them either. Love having the ability to change the power settings on the flashes without walking over to the flashes.
