Yes... as long as your welding current does not exceed the Meter's maximum DCA's capability (400A's).

Don't know about true RMS, but seems to measure DC Amps just fine.

Tje equipment was used in the field and their options were tested, there was no problem in their operation. only the holster where it is stored is something small.

I bought this because it was the first inexpensive (under $200+) clamp-on meter I found that works with DC current. It turns out that I use the DC current feature nearly as much as all the other features combined. I got used to that with an expensive meter and wanted a second one with that capability, but wasn't willing to pay that price again. I compared the two meters on current measurements, and this one is very close to the other (more expensive) one. DC current measurements are finicky (because of the non-varying magnetic field), so you need to constantly re-zero between measurements, or when changing meter position. But that is just the nature of a DC clamp-on current measurement - any magnetic field (including the earth's) will influence it. Be willing to take some care in your measurements and you will be able to get data that is rare in any meter, and even more so in an inexpensive one such as this. The non-contact voltage indicator is a bit overly sensitive. With most of the non-contact voltage indicators I have I am able to tell the difference between the hot and neutral wires in a cable. With this one it triggers when I even get near the cable, and will even detect voltage on a cable inside of a wall - so that could be useful - but not for determining which conductors are hot.

This meter works very well. It feels very nice in your hand ... not too heavy and not too light. It feels like it will last a long time. Auto-off works well. I mostly use it to read Amps across cables which are connected to my solar and lithium battery system, which it does very well.
