Questions & Answers
The best resolution when measuring with the probes shorted together is 0.1 Ohm. Most ESR meters read down to 0.01 Ohms so I'd say this meter does not have ESR capability. http://www.prc68.com/I/ESRmicro.shtml

Yes it is designed for that purpose. However other adjacent components in the same circuit can cause false readings of a component under test with this instrument. It really depends on what you are testing and the type of circuit you are testing.
